Use: 

Out of combat: This potion hyper-activates the imbiber's body allowing them to move at double-speed for up to 5 minutes.

In combat: The potion does not provide any extra actions to use, but allows one move action to encompass double the movement distance, grants a +2 to AC and PD due to the extra speed that the character has. It also gives them a -2 to hit, as they are unable to compensate for their increased speed.
